In a paragraph please explain how you will benefit the 12th fleet?

I am looking forward to providing law and order to the fringes of the galaxy. My character dual purpose is to serve the fleet in both roles. I believe in the ideals Starfleet espouses, while having a wide breadth of Trek-lore to call on to adjudicate effectively. Besides, a friend once told me that "where the law stops, tyranny starts..."
