There are quite a few new Kit parts out there these days, a couple of which are truly universal, meaning that they can go in any career kit in any slot. One of these in particular that I have been enjoying is the new Romulan Naval Kit "Plasma Cascade" power. You can grab it along with a pretty nice piece of Armor and Shield (the three of those make a set), from the "Uneasy Allies" mission.

I actually have been running the Kobali stuff as a Daily because the recent server lag has kept me from being able to play PvE queues of late.
The nice thing about the Kobali Dailes (At the Gates and The Last Stand), however, is that there are two, they are quick, and you can run each one twice per day giving you the following:
- Daily Iconian Marks (~65)

Frankly, I don't focus on the grind part of Specialization Points. I sort of ignore that I need them and do other stuff, then when I earn them it's a little more fun. Basically I don't pay attention the the progress bar, I just run whatever I am running.

I disagree with your assessment on these points. I find that there are a lot of folks in-game these days, and depending on the time of day you can see a number of folks hanging out on TS as well.
Keep in mind, that over the past 3-4 weeks, people have been leveling Delta Recruits, often on more than one faction, and not everyone has their new Toons at the point where they can run the Advanced queues effectively.
That said, people do run stuff together, and every day I see folks in the chat in-game looking for teams.
My best advice is that you jump in and put some teams together while you're in-game.
My opinion is that neither STO nor this Fleet are dead. It's not a new game anymore, and we see a lot more activity from the old guard when there is something new and shiny introduced, then they duck out again. But we are still getting new members and returning members regularly joining the Fleet and we still have 300+ active members, they just might not all be the names you remember. Many of these are not the folks that used to hang out on Team Speak, but there are plenty of people around.
