Which was much worse than the ship-upgrade. The deal got a bit better shortly after (probably due to all complaints) the Unique Duty Officer Assignment was added (which is the fellow with the ability to refine an extra 1000 dilithium. That is probably a useful, worthwile reward - though I have not used it very often myself.

Don't know what the ship-upgrade price is now, but I payed 30 million for it on exchange, might have been dropped since then, or it is 700 zen I believe?
