Because of how fleet marks have worked since that big availability buff back in season 7 or so, this won't really fix it unless you're willing to dump them in the starbase special project (which with how available they are is still one of the easiest fleet credit sources in the system). The system just doesn't accept them at anything resembling the rate the game gives them, and even a moderate sized fleet could overwhelm the mark inputs on an armada of otherwise empty bank fleets, let alone active ally fleets.

You are correct in that the only way around this is that people will need to contribute other inputs in addition to Fleet Marks. For smaller Fleets in particular this is an important part of advancing their Starbases, so it makes sense to do it if our purpose were to include helping develop smaller Fleets (From within 12th or otherwise).

I'm assuming that smaller fleets that join armadas will be restricting fleet mark contributions to their own members only for that very reason.
