If all the science ships get the slot I don't see that as a problem, who would use a white mkXII deflector dish anyway.

Hmm, have a feeling my Atrox is not going to get one of these second deflectors since it does not have the sensor skill. Although I would think it should have the deflector since it is considered a science ship.

I made an Inhibiting one at mark VI on Tribble and ranked it up to XIV Very Rare. It has + 20% sensor damage (6% damage buff basically, + ship shield system, and + particle generators. The moderate damage addition is around 5.8k with the space tooltip on my Aventine with max Aux and high particle generators. That is a nice boost, hope they add those comm arrays for Cruisers soon and maybe come up with something like targeting algorithms for Escorts.
