Interesting read, but kind of outdated now and signing up for that competition ended on 22 may last year.
In short, everybody who made a forum account on the STO forums last year before May 22nd gets a title in-game when the game goes live.

I hope they add a Doctor's title in the game.. I always wished that WoW would add one and it actually had one in in the beta of LK but then it got removed.
