Go to the first page of our fleet's thread on STO forum and take a look which department/division you would like to join. Then express your wishes to join it on that thread.

I tried to come in tactical too but it's full

Welcome to the Fleet! Exploration is always an option, it seems like its a mix of all things, because you never know what you may find out there.
