Hmm, I recall seeing that Kobali cruiser console being used in PvP, and thinking whoops that was one anniversary event I should have done.
But then, I run high aux power torpedo builds on my Sci ships, so not quite as useful for me.

Huh?
No, it's incoming damage that heals you I believe.
