To repeat Sabot, who posted while I was typing this up , the procedure for returning members when more than 30 days has past since leaving the fleet is to fill out a new application form and post it in a "Re-application" in the Recruitment area of the forum. You will find loads of re-applications there if you are looking for an example.

Would it be ok if i rejoined the fleet with a new account, the character name is the same. but the @handle is slightly different, also i was wondering if my login username can be changed.

Yep. All possible.

Just put the new @handle in your re-application form. We may need to re-verify your ARC forum name, but we can check that after you post your form.
