doubt it. it was a collectors perk and as a collector its high time all the preorder perks were sold.

Not really 6 years late, it was repairing weapons at one time.
They removed it when the Tholians first showed up in starbase queues. It was actually listed in patch notes as an intended change, and for a couple patches the tooltip was listed as a known bug but still never got corrected.
