Did I misread how the console work? I didn't think any of them caused triggers.
EDIT: I can see my mistake. I was only aware of the Exotic damage triggers 25% for 10% damage console. I did not know about 25% version for hull and shield heals. Ok that completely changes things.

What isn't completely clear to me is what "activates on final tick" means. Does it only activate after the effects of the ability finishes? If you're looking at Aux2SIF, the heal is instant but there's a +resist effect too that last longer. When would the console kick in?

I would guess its on the last tick of heal. Aux2SIF can be with doffs can have a tick heal.

The Dilithium exchange is going down so maybe my hopes will come true and can finally afford the ship pack I want!

judging from that image, it looks like a simple redesign of the Fleet Starbase.
Im really hope thats not the case, because it would be a lot cooler if instead of constructing another fleet starbase, we construct the Krenim Temporal Weapon ship instead...

That would be a lot cooler to slowly see this thing built over time and it would tie in with the storyline.
But hey what do I know about game developing?
Hands up who sees the Krenim as the next enemy to fight after the Iconians are dealt with?!
I can totally see the Krenim becoming totally power crazed after constructing this weapon and turn against the klinks and feds, you heard it here first!

The bottom half of the base looks like the front of the weapon ship so they kinda are building it.
