I agree with the assessment that bug-squashers and art design are separate departments, probably have separate budgets and schedules too.
So I don't see the new Icons as being part of the equation with fixes to the game. However, a case could be made, perhaps, for the new BOff system itself potentially creating new problems, so indirectly that could be argued.
The new BOff system from what I have seen on Tribble (Dilithium sink element not withstanding), is going to ultimately be a nice quality of life improvement to the game... We'll see.
