I like the idea of an "official fleet uniform". I think having something like that would be a good show of pride and loyalty to your fleet and department. If it is something established, then it could be something recognizable by other players from differing fleets.
Many "uniform" types have multiple color choices. The main uniform could be Fleet Colors and then one of the color aspects could be department (tactical/science/engineering) so everyone knows who goes where.

Gold would be the Admiralty imo, I use the same design as that pretty much but the gold parts are Red for Tactical/Command

Fleet or Dress Uniform would be Sweet. Screenshots of Group gatherings would be tremendous.
