As I understand it, it's not the giveaway that's triggering the bug. It's one of the traits from the rep tree that they fixed that's throwing up red flags everywhere. So until the emergency downtime later today, spec points and new traits all can't be used.

at least these give aways have been good. not "oh hey heres a ship for a lvl 30 we gave away 4 times already". course I'm still waiting for them to give away the thunder child.

S31 uniform, 1 spec point, and 2 ship slots (which according to the blog is still available for about 7 more hours).

Pretty much a bust as these things go, particularly considering how easy older ships could tie into the new season, a ship that nobody ever flew could still be useful in shipdoff form.
