Admirality system will be "if you want to do this mission you will need the xyz c-store ship to complete" 
I can predict 1 thing tough: Season 11 A new dawn of grind!
If they pull off an expansion like Legacy of Romulus, sure ill be happy. But I am too jaded and bitter to consider them actually doing a good expansion again after Season 9 and not just another quick cash grab and a new grindy system.
From the sound of it the Admirality system sounds like Doffing 2.0 but now with your own ships instead of doffs.
