So, does this mean you have to wait till level 30 to join the fleet or that the reward unlocks at thirty but you can join whenever?

A dev posted on that yesterday - basically you have to meet both requirements, but it doesn't matter what order you do them in. If you're level 30 and join a fleet, it'll trigger immediately. If you're not level 30 when you join, it'll trigger when you hit 30.
