Will probably mean people will have to level characters longer, but added Dili reward is welcome.

Now not sure if I missed it will have to look over the notes again, but does the timer start when you enter the patrol or when you complete? It sounded like that it started when you completed it, but then at different parts sounded like depending on the amount of time needed to complete it the lock out time would be different.
Well lets be honest here. That dilithium is unrefined which makes it absolutely useless until it has been refined. And since you have a 8-9k refining cap depending on your status with the game. Its very unlikely that it really matters how much dilithium you stockpile in whatever amount of time you do it. Since you can only make use of 8-9k a day or so. It takes weeks sometimes months of daily refining to get yourself anything worthwhile out of the Dilithium Exchange. How fast you stockpile is irrelevant.

The timegate is an arbitrary penalty against grinders looking to burn through the spec trees. Nothing more. Especially since its isolated to the two known areas where grinders have taken up residence. This is just another example of Geko saying '**** you' to the community. Anything to slow us down and keep us logging back in day after day. Because the more often we log in day to day, the more likely we're to open our wallets to make the headache of months of grind a few days shorter.
