Is there any benefit, or lack of, to having a CMDR vs LT now. I know with the old system we had to train the skill to lvl it up, and promote the BOFF to learn new skills, but are all skills now at max lvl by default and the only difference is rank for the BOFF slot?

Also are the rarity of BOFF's making any difference now?

You still need to promote your BOFF to CMDR for him to be able to use a CMDR ability. It costs a minimum of skill points to promote him.

The rarity of the BOFF will affect his traits, like it always did.
