Actually, I have a question.
How does a department get "full", in this context?
Will we be disallowed to join in the tactical sorts of fun, if we're in another department?

No, you will not be limited in any way in your game fun. You can group with every guild member and stuff, but I do believe that the tactical groups might train more together and see more action together as a division. Apart from that you are free to do what you like.

We are encouraged to play with everyone in the fleet.
If you wish to fly a cruiser and thus be more of a tanker then join Trade.
