You can set your avatar here, just click on Display gallery and select the Division and the Ensign avatar. After that submit and you're done.
Verex, I recommend you get on Team Speak to get the full benefit of the Fleet -- especially by the time your character reaches Vice Admiral level and is really ready to PvP with the best. Probably more than any other division in the Fleet, Tactical exists on Team Speak. That is because top notch PvP requires voice communication; not just to call targets but to alert your teammates to significant conditions in the field.

Look forward to teaming with you in PvP once you reach Vice Admiral level, but take your time and enjoy leveling up in STO -- don't forget to stop and smell the star clusters along the way.
