Well I am a Fed Engineer using what I keep getting told are rubbish weapons. Mines and the Advanced Radiant torpedo. If you have the STO combat meter http://stodps.com/sto-combat-meter/ you can view my combat log from the league. Heading to work now will post what I did when I get back.
One thing I learnt though is skill timing and piloting make up a lot more DPS then I expected. Its hard to estimate but I would say 20k to 30kdps came from timing of skills and position of the ship.

• Inspirational Leader (don’t think it’s that good)

• Helmsman (more for when I fly cruisers)
• Hot Pursuit (Must take with mines)
• Intense Focus
• Kinetic Precision
• Biotech Patch
• Give Your All (a great tanking trait I overlook for a long time)
• Anchored (lingers after movement and I have stop points to lay mine fields and gain an all damage boost)
Starship Traits
• Load Viral warhead (not really needed)
• Overwhelming Force (can backfire if used incorrectly, but a good damage boost at times)
• Improved Temporal Insight
• Improved Command Frequency
Space Reputation
• Omega Kinetic Shearing
• Enhanced Armor Penetration
• Precision
• Auxiliary Power Configuration Offensive
Most of the time I fly command cruisers with a slight variation on the above build. Hence way some of the above items might not be the best choice. For example the Fabrication Engineer is to extend Invul Field 1 on my command ship. Tachyokinetic Converter & Helmsman is to help with the turn rate on the slower cruisers.
