Well my idea is essentially based off of procedural common law here in the U.S. we have the basis for two squadrons in JAG so far which is baseline essential in my model, and really it may be all that's needed. Each case could be assigned an advocate from each respective squad, alternating each case between defense and prosecution possibly. The division CO would act as the neutral Mediation judge essentially, and each squads Captain or senior officer would act as a senior District Attorney whom would oversee the overall preparation and execution of each case. The advocate's job would be to act as a representative of the client who would report to and collaborate with their DA to argue the case in front of the Judge (division CO). I could get more complex with rules of discovery, but I don't really see the need for it at this time.
