What do I do now to become a member of the fleet^?

Well you need to express what division you would like to join and also post about it on our STO forum thread. If you want to join Trade then I will accept you. As far as other divisions go their commanding officers or fleet admiral Arsinoe will assign you a post in case if the accept you.
Most importantly you should know that this fleet is here because of its loyal and productive members and thus to be its part you shall become one as well.
