Added a search filter to the Item Store UI and the Powers Menu UI.
Updated abilities window to use the faction-skinned version of a power's icon.
This means the icons between the power tray and the powers list will be consistent.

WARBIRD UPDATE:
Removed "Romulan Only" restrictions from nearly all Warbirds and other Romulan-only starships.
Members of the Federation, Klingon, and Dominion factions that have completed their Tutorial (and traveled to the 25th century, if applicable) may now command all such ships except for any on the following list of exclusions:

Resolved an issue where the 45 second lockout on the Temporal Insight Starship trait wasn't working correctly.
