The charter of the 12th fleet.

1. History.

1.1 The 12th fleet was set up in the year 2409 intended to deal with the upcoming confrontation with an unknown hostile species under the command of a council of Starfleet’s best admirals. This new fleet would be comprised of veterans from various duty stations all across the Federation who has proven themselves time and time again in their respective fields. Together they will combat this new threat and uphold the Constitution of the United Federation of Planets.

2. Belief system.

2.1 We believe all races are equal.

2.2 We believe that science and exploration are the way forward in the universe.

2.3 We believe in the integrity and preservation of Starfleet and the Federation, no matter the cost.

3. Membership.

3.1 Membership in the 12th fleet is not prohibited on real life discrimination based upon race, religion, ethnic group, gender, national origin, ancestry, disability and sexual orientation.

3.2 All members of the 12th fleet are to be 16 years of age or older, if not an exception can be made by the council of admirals, parental consent is required and the prospective member will undergo a trial period of 2 weeks minimum)

4.Interaction with fleet members

4.1 Our members must at all time remember that this is a game and not real life, unless you are asked about it please leave the real life issues at the login screen.

4.2 Our members must at all time remember that our fleet does allow young people and children. Therefore all conversations need to be kept between normal boundaries just as you would in the real world, this includes both the public and private forums.

4.3 Our members are expected to abide by the rules set down by Cryptic’s STO. Forum and by the fleets guidelines.

4.4 The STO forums serve as an important recruitment tool for the fleet. Disagreements are not tolerated on the STO forums. If there is an issue we ask you take it to the private forums and alert your division head.

5 Definition of rank & responsibilities.

5.1 Chairman (command officer)

5.1.1 Chairman of the Council of the 12th Fleet.

5.1.1.1 Serves as the Head of State and Government.

5.1.1.2 Supervises the Departments and Divisions of the fleet.

5.1.1.3 Investigates any claims and problems with officers inside or outside the fleet

5.1.1.4 Holds the deciding vote in Council meetings if there is an impass

5.2 Admiral (command officer)

5.2.1 This rank is reserved for special use and cannot be obtained at this time nor has the rank been awarded.

5.2.2 These members have to be at least 21 years old.

5.3 Vice Admiral (command officer)

5.3.1 These members are expected to lead a department comprising 2-3 divisions or 4-6 squadrons, be aware that at any time the Fleet Admiral can countermand any command given.

5.3.2 These members are expected to be active every day on the Cryptic STO forums and the private forums. If this is not possible a notification has to be send to the Fleet Admiral 2 days in advance. The only tolerated absence without notification is during emergency situations in real life.

5.3.3 These members are expected to be competent both in their leadership skills and their respective MMO field.

5.3.4 These members have to be at least 21 years old

5.4 Rear Admiral (command officer)

5.4.1 These members are expected to lead a division comprising 4-6 squadrons, be aware that at any time the Fleet Admiral can countermand any command given.

5.4.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums. If this is not possible a notification has to be send to the Fleet Admiral 2 days in advance. The only tolerated absence without notification is during emergency situations in real life.

5.4.3 These members are expected to be competent both in their leadership skills and their respective MMO field.

5.4.4 These members have to be at least 21 years old.

5.5 Commodore (command officer)

5.5.1 These members are the assistants of the division admiral. A commodore will only be appointed if a division expands from its standard 2 squadrons to 3 or possibly 4 squadrons.

5.5.2 Besides division XO’s a commodore rank can also be assigned to the personal assistant of the Fleet Admiral, although this person holds limited power he acts as the eyes and ears of the Fleet Admiral and reports to him and no other. Interference can only occur if the assistant acts against the good of the fleet, this latter needs to be determined by at least 3 officers of command rank.

5.5.3 These members are expected to be frequently active on the Cryptic STO forums and the private forums. If this is not possible a notification has to be sent to the Fleet Admiral 2 days in advance. The only tolerated absence without notification is during emergency situations in real life.

5.5.4 These members are expected to be competent both in their leadership skills and their respective MMO field.

5.5.5 These members have to be at least 18 years old.

5.6 Fleet captain (enlisted officer)

5.6.1 These members are captains who have shown exceptional talent in leading their squadron and have gone above and beyond the call of duty. The rank is given only to the best captains in the fleet.

5.6.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums. If this is not possible a notification has to be sent to the Fleet Admiral 2 days in advance. The only tolerated absence without notification is during emergency situations in real life.

5.6.3 These members are expected to be competent both in their leadership skills and their respective MMO field.

5.6.4 These members have to be at least 18 years old. (note: an exception can be made under special circumstances by the board of admirals if the person in question has spend substantial time in the fleet accomplishing assigned tasks and earning the respect of their fleet mates)

5.7 Captain (enlisted officer)

5.7.1 These members are in charge of a squadron comprising of 5 other officers. A captain is generally someone who is well liked and respected by his fellow fleet mates, especially those under his command.

5.7.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums. If this is not possible a notification has to be send to the Fleet Admiral 2 days in advance. The only tolerated absence without notification is during emergency situations in real life.

5.7.3 These members are expected to lead their squadrons and report to the Rear Admiral in charge of their respective division.

5.7.4 These members are expected to be competent both in their leadership skills and their respective MMO field.

5.7.5 These members have to be at least 18 years old. (note: an exception can be made under special circumstances by the board of admirals if the person in question has spend substantial time in the fleet accomplishing assigned tasks and earning the respect of their fleet mates)

5.8 Commander (enlisted officer)

5.8.1 These members act as a squadrons XO.

5.8.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums.

5.8.3 These members are expected to assist with recruitment and other tasks important to the fleet.

5.8.4 These members need to have recruited at least 4 officers in the past or performed other tasks to assist the fleet.

5.9 Lieutenant-commander (enlisted officer)

5.9.1 These members act as the 3d in command of a squadron.

5.9.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums.

5.9.3 These members are expected to assist with recruitment and other tasks important to the fleet.

5.9.4 These members need to have recruited at least 2 officers in the past or performed other tasks to assist the fleet.

5.10 Lieutenant (enlisted officer)

5.10.1 These members are middle ranking officers in the fleet.

5.10.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums.

5.10.3 These members are the first mid level officer rank and are expected to start work to aid the fleet where possible.

5.11 Lieutenant Junior Grade (enlisted officer)

5.11.1 These members are junior officers of their squadron and the fleet.

5.11.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums.

5.12 Ensign

5.12.1 These members are the lowest enlisted officers of their squadron and the fleet.

5.12.2 These members are expected to be frequently active on the Cryptic STO forums and the private forums.

5.13 Cadets (Academy)

5.13.1 These members have just joined the fleet and have not yet been assigned a squadron.

5.13.2 These members have to spend 2-4 weeks as cadets before getting their assigned post.

6. Chain of Command

6.1 The Chairman

6.1.1 Has Command over the Council, but does not actually control it

6.2 The Vice Admiral

6.2.1 Has command over his/her department and everyone in it, this consists of anyone in the 3-4 departments and their squadrons. Their authority ends there as they have no control of anyone outside of their department. An exception applies if a member steps out of line.

6.3 The Rear Admiral

6.3.1 Has command over his/her department and everyone in it, this consists of anyone in the 2-4 squadrons. Their authority ends there as they have no control of anyone outside of their division. An exception applies if a member steps out of line.

6.4 The Commodore

6.4.1 Has command over a division in the absence of the Rear Admiral and assists with division matters. Their authority ends there as they have no control of anyone outside of their division. An exception applies if a member steps out of line.

6.5 The Fleet Captain

6.5.1 Has command over a squadron and everyone in it. Their authority ends there as they have no control of anyone outside of their squadron. An exception applies if a member steps out of line.

6.6 The Captain

6.6.1 Has command over a squadron and everyone in it. Their authority ends there as they have no control of anyone outside of their squadron. An exception applies if a member steps out of line.

6.7 The commander

6.7.1 He acts as the squadron XO and has command over the people below him in the squadron. An exception applies if a member steps out of line.

6.8 The Lieutenant-commander

6.8.1 He acts as the squadrons 3d in command and has command over the people below him in the squadron. An exception applies if a member steps out of line.

6.9 The Lieutenant

6.9.1 He has command over the people below him in the squadron. An exception applies if a member steps out of line.

6.10 The Ensign

He does not command anyone except the new cadets of the fleet. Usually a rank held by members not seeking advancement.

6.11 The Cadet

Is in training and does not command anyone.

7. Promotions and demotions.

7.1 Cadet: This rank is awarded to anyone joining the fleet as a prospective member.

7.2 Ensign: This rank is awarded to anyone graduating from the academy and is assigned a post.

7.3 Lieutenant Junior Grade: This rank is awarded to members who are friendly and active by the squadron Captain or Rear Admiral.

7.4 Lieutenant: This rank is awarded to members who are friendly, active and willing to work for the fleet by the squadron Captain or Rear Admiral.

7.5 Lieutenant-commander: This rank is awarded to members who are friendly, active and willing to work for the fleet by the squadron Captain or Rear Admiral.

7.5.1 These members have recruited 2 officers in the past with success or have assisted in the completion of fleet projects.

7.6 Commander: This rank is awarded to members who are friendly, active and willing to work for the fleet and have shown they can be mature. They are also appointed by the squadron Captain or Rear Admiral.

7.6.1 These members have recruited 4 officers in the past with success or have assisted in the completion of fleet projects.

7.7 Captain: This rank is awarded to members who are friendly, active and willing to work for the fleet and have shown they can be mature and command. They are also appointed by the squadron Captain or Rear Admiral.

7.7.1 These members have recruited 8 officers in the past with success or have assisted in the completion of fleet projects.

7.8 Fleet Captain: : This rank is awarded to members who are friendly, active and willing to work for the fleet and have shown they can be mature and command. They are also appointed by the squadron Captain or Rear Admiral

7.8.1 This rank is also honorary and given only to the captains that have distinguished themselves during their duty.

7.9 Commodore: This rank is awarded to members who are friendly, active and willing to work for the fleet and have shown they can be mature and command. These members are also required to be 18 years of age or older. They are appointed by the Fleet Admiral.

7.10 Rear Admiral: This rank is awarded to trusted members who are friendly, active and willing to work for the fleet and have shown they can be mature and command. These members are also required to be 21 years of age or older. They are appointed by the Fleet Admiral.

7.11 Vice Admiral: This rank is awarded to trusted members who are friendly, active and willing to work for the fleet and have shown they can be mature and command. These members are also required to be 21 years of age or older. They are appointed by the Fleet Admiral.

(Note that this rank will not be awarded until STO goes live and the fleet is set up then).

8. Internal problems

8.1 Disputes with another member in the fleet: All parties concerned are requested to follow these next steps.

8.1.1 Try to work it out by meeting the person you have a dispute with.

8.1.2 If the previous step has yielded no results voice your concerns in a pm and send a copy to the Judge Advocate General and Fleet Admiral. (in the event no J.A.G. has been appointed you notify the Vice Admiral of Command or the Fleet Admiral)

8.1.3 The Judge Advocate General assigns the case to a squadron captain who in turn assigns it to a member of his squadron. (If no J.A.G. is appointed this task falls to the Vice Admiral of Command or Fleet Admiral)

8.1.4 The appointed member of the JAG division then launches an investigation checking the stories of both sides and tracks down any leads discovered or evidence before writing a report with a recommendation and sending it to the Judge Advocate General.

8.1.5 The Judge Advocate General then makes a ruling to dismiss the charges or to discipline the accused member based on the report from the JAG corps investigator. Should disciplinary action be taken the division head of the accused member is informed and asked to carry out the disciplinary action of the Judge Advocate General.

8.1.6 The accused member has a chance to launch an appeal against his or her verdict if found guilty. In this case the matter moves to an independent tribunal comprised of the Fleet Admiral and 4 officers of command rank (captains and above).

8.1.7 The independent tribunal can overturn the Judge Advocate Generals verdict and remove any disciplinary action or can change the appointed disciplinary action by the Judge Advocate General making it lighter or harder.

8.1.8 All investigations are handled behind closed doors and anonymity is assured. witnesses will be contacted by PM. If all parties agree a statement can be made on Valhalla only in the Fleet Talk section. Under no circumstances do these things leave the private forums. Don't feed the trolls on the STO boards.

9 External problems

9.1 If you have an external problem with someone outside of the fleet try to settle this by working it out yourselves.

9.2 If this fails you alert the JAG division. An investigation will be opened the same as described above but in addition the department heads of Intelligence and Diplomacy (last only in case 9.4 applies) are also informed.

9.3 The Intelligence division starts up a file of the person outside of the fleet making the accusations or who was the instigator.

9.4 The Diplomatic division contacts the fleet of the accuser or instigator and works with them to find out what happened and mediates possible reactions.

10. Attacks on the Fleet

10.1 As is with any MMO the community provides a home to individuals keen on disturbing the fun of others for their own amusement. At times they focus on a fleet or a person of that fleet. If this occurs we ask you to take screen shots of every PM you received or other evidence you have.

10.2 In some situations you might be asked to testify of what you have seen or received to Cryptic in order for them to launch an investigation. Anonymity is assured and refusal is allowed though we ask you to assist us in the interest of the fleet as a whole.

I thought that too however I will be 17 pre launch and becoming captain 1 year into the game is reasonable.

Question on section 7.7 and 7.8, it notes that a squadron captain or rear admiral may promote someone into the rank of captain or fleet captain. Should that read rear admiral only, not captain?
Also, how it reads it indicates that the Fleet Admiral does not have any direct say over rank advancement prior to Commodore.

(in RL i worked with legal code interpretation, so sorry if im being picky, just wanted to make sure that it was reading as it was intended. :) )

with respect to the advancement of rank, if a captain has 5 persons under his or her command, could they all become commander level? If not perhaps the language could be modified to indicate why a person might be 'stuck' in the rank of ensign is not because they aren't working hard, but merely that there are no open positions above them within their squadron. If a division becomes full, perhaps a new squadron could be formed...and assignments of this new squadron will be made by the relivant admirals (at which time a VERY well-achieving ensign who hasn't been allowed to advance merely because of filled ranks might be granted a promotion to lieutenant commander for instance?)

These are just suggestions and thoughts. I submit them to you Fleet Admiral for your consideration. :geek:

As for your question, no they can't all be commanders, when someone is more hard working he moves up the ladder, if there is no more room he has to change squads. If a squad is full we make another. That was implied when i discussed commodore rank that it is possible.

The most active and hard working friendly members will get the highest ranks, i applaud effort but i give rank based on what results you actually bring in. the higher the rank the higher your responsibility. Nobody forces you to be a commander or an admiral. I give it and i take it away when needed to assure the optimal functioning of the fleet.

This must all seem like i am asking a lot of work but it isn't. Talking to fleet members if there is a problem, you do that anyway! Recruitment for 10 minutes a day is not that high a sacrifice either. :D

I see you put lots of effort into this.
For me all this kinda new in virtual and real life.
I like actually age limits a lots, which means that kids wont need to take the responsibility for managing more then pets and real players. But i believe if there would be really good example you would give them higher post?

I have another question here - there is lots of ranks but since everyone will be captain of their own ship in STO how you will handle ranks according to the game?
