Interesting read, but kind of outdated now and signing up for that competition ended on 22 may last year.
In short, everybody who made a forum account on the STO forums last year before May 22nd gets a title in-game when the game goes live.

I hope they add a Doctor's title in the game.. I always wished that WoW would add one and it actually had one in in the beta of LK but then it got removed. Doctor Nishka.. I'd probably wear the title till my char gets buried in the ground of Betazed.
