A commander of a Starfleet vessel or installation, military or auxiliary, may grant political asylum to any individual without first being given express permission to do so by a representative of the Federation government. However, said decision may and can be overturned by a superior officer or representative of the Federation government pending a reviewal of circumstances. I think that should read may not grant Sorry I had to point it out..  Proves I read it all right? LOL *Goes back to re-read them all again*

This order gives commanders as described above the ability to grant asylum, pending final approval of superiors of the Federation. |

These general orders really should be part of a kind of written exam when we get the academy up, good revision for trekkies and a learning experience for non-trekkies like 'What punishment may be dealt if one sets foot on Talos IV?' DEATH
