What i don't get about that scene is the Enterprise E crew were supposed to be watching. If Cochrane took a shotgun to that Vulcan wouldn't they have intervened??? Yes i know it's an alternate universe but everything that happens in the normal universe happens in the alternate in some way doesn't it???

I always interpreted the TNG involvement at the end of Enterprise as being specifically for that specific episode and situation.. could be wrong, though.

Federation Picard wouldn't be able to intervene because of the Temporal Prime Directive, Terran Picard (from a timeline where Spock didn't ruin everything) would just grab some popcorn and enjoy this glorious moment in Terran history.

Considering it's the mirror TNG crew that's there, they probably gave the shotgun to Cochrane :D

from some of the comments made during Enterprise and some of the various other Mirror episodes, its highly likely that the mirror Enterprise crew were the ones that convinced Cochrane of the Vulcans intent to invade.
